APP History
1975 IPP at Madrona pilot program – 55 students
1984 – Highly Capable Grant legislation; IPP identified as SPS HC program
1985 – IPP at Madrona, WMS, GHS
1989 – IPP Task Force established; program name change to APP
1991 – APP elementary/middle school split proposed, APP TF opposed split. Madrona site council voted to relocate APP out of Madrona.
5.92 – SPS Operations recommends keeping APP at one site.
1992 - Superintendent Kendrick convenes Highly Capable Education Advisory Committee
1993 – committee makes recommendations to Board; Horizon program (estab 1977) name changed to Spectrum, and District policy on HC learners revised.
1994 William Kendrick resigns without deciding a permanent home for APP Elementary
1.97 Supt Stanford moves APP from Madrona to Lowell.
3.00 Supt Olchefske suggests that admission to APP and Spectrum should be by student choice; proposes that Spectrum programs be disbanded and that all Spectrum students would be appropriately served at every school, Garfield preference not guaranteed.

11.02 “The District's Director of Advanced Learning has directed schools for K-8 students to begin teaching "Advanced Learners" to the standards of the next highest grade level. "Advanced Learners" are to be identified via testing of all first grade students. Math and reading are to be taught and graded using the higher standards for these students in every classroom.” SEA protests that this mandate cannot be met with current class size, teacher training, and resources:

Concerns regarding overcrowding at Lowell and WMS
District proposal for Lowell: move half of APP elementary from Lowell to Broadview Thomson and add a neighborhood program to Lowell
APP community response: If a program split is mandated, consider one of the following:
Move 5th grade into middle school, creating a 1-4 at Lowell and a cohoused 5-8 at second site (of splitting options, most favored by parents)
Central 1-8 housed with bilingual program. This option is favored by parents of younger students.
Two 1-5 elementary programs co-housed with special (bilingual or SpEd) programs only (not neighborhood/general ed)
Co-housing with Spectrum?
Outcome: Proposal withdrawn
District proposal for Garfield: eliminate Garfield preference for APP; disperse students to all high schools
APP Community response: Keep APP preference to Garfield; there is no other way to serve the student needs equitably and cost-effectively. Actively support the growth and development of advanced opportunities (AP and/or IB) at all high schools.

District proposal for Lowell: Move SpEd; no other changes at Lowell for now
APP community response: disrupting the existing Lowell community without knowledge of the long-term plans for the building and the programs housed within does not make sense.
We do support keeping the elementary APP cohort together at one site, whether it is at Lowell or elsewhere, housed only with other special needs programs as appropriate.
Outcome: Proposal withdrawn: “A preliminary recommendation was made out of
concern for student access to typically developing peers. Upon review this preliminary recommendation was revised. The final recommendation is to use the 2007-08 year as a planning
year to review possible placements for the various programs that are currently housed at Lowell.”
District proposal for APP Middle School: Split APP middle school between WMS and Hamilton
APP community response: To be successful, a split would require many assurances and commitments from the District regarding administrative accountability,rigor, cohort size, and qualified teachers; cohousing issues (at HIMS, APP would be the 7th program under one roof) , equity between the sites, understanding of the dynamics of enrollment and competition for space in co-housed buildings, assurance that elementary and high school cohorts remain intact, or demonstrate convincingly that the will and resources exist to support a true APP program with a divided cohort. APP elementary and high school cohorts anchor the program and are crucial to program stability. Reconsider the creation of an APP or APP/Spectrum 1-8 program or programs in lieu of the proposed split configuration.
Outcome: Proposal withdrawn: “After this recommendation was made, the APP community and the School Board raised significant concerns, including concerns about the potential for a quality program at Hamilton, the loss of access to the music program at Washington, and possible overcrowding at Hamilton after the remodeled building opens. Decision on how best to accommodate an adequately sized general education cohort at Washington can be postponed for now.
